Seawall and retaining wall drainage systems are needed on all walls, without them failure, soil slumping, wall heaving, wall bowing, and unwanted water retention is immanent. Seawall drainage should be completed at the time of installation but can also be done retroactively. In the past we have had a lot of success turning peoples yards from swamps to dry usable spaces merely by adding a little drainage to and through their walls.
